De grote gemene deler van het oeuvre van Louk Hulsman is zijn aanzetten tot verandering in denken met betrekking tot Strafrecht en Criminologie en alle aandachtsvelden die daarbij betrokken zijn. Zijn visies op juridisch onderwijs, ontwikkeld vanuit een multidisciplinaire aanpak met de nadruk op de werkelijke praktijk hebben velen sterk be\u00efnvloed en doen dat nog steeds. De humanisering van strafrecht heeft voorop gestaan bij zijn activiteiten of zij voortkwamen uit zijn vele commissies en raadsfunctie of uit de door hem ontwikkelde onderwijsactiviteiten. Daarbij heeft hij een grote rol gespeeld in de strafrechthervorming zowel op nationaal als op internationaal gebied, onder andere door zijn lidmaatschap van vele specifieke Commissies vanuit het Ministerie van Justitie (representant bij de Raad van Europa), zoals de Commissie over de Geldboete, waarmee een alternatief voor gevangenisstraf werd geboden; de Commissie voor alternatieve straffen en de Commissie voor voorlopige hechtenis en de Commissie tot decriminalisatie.
\nConferenties of congressen leidden tot nieuwe inzichten en nieuwe door hem geschreven stukken. Ook nu op bijna 85 jarige leeftijd staat de ontwikkeling niet stil en blijft zijn betrokkenheid bij strafrechthervorming in de abolitionistische vorm, de afschaffing ervan, evident in de vele conferenties, seminars, gastcolleges waarvoor hij juist vanwege zijn gedachtegoed wordt uitgenodigd.
